You can jump a 24v vehicle from two 12v vehicles.
Connect each 12v vehicle to the positive and negative of one of the HMMWV batteries using heavy duty jumper cables. Ensure that the 12v vehicles are not electrically connected to each other in any way.
My opinion? I'd check it all, to include diffs, before driving it home. But if the fluids looked OK, I'd drive it the 200miles or so on what's in it.

Sounds like you have a pressure protection valve set at 60psi that is supplying air to that open line.
That line is supposed to go somewhere. Not sure where.
Wipers, horn, tcase are all possibilities.
