I haven' registered a M35 in NYS state but I have been successful in registering both a 1952 XM211 and a M135 with nothing but a bill of sale. Both had to be registered commercial as HX plates in NY have a bunch of regulations. Passenger plates were not an option as GVW is over 5500lbs.

Ken is a great guy to do business with. I got an M35 cargo bed from him last year - great price! I haven't been there in a while, but he had a dozen or so M35's, 3 M332's and a bunch of parts trucks. He also deals in some odds n' ends of stuff, tires, etc.
I've never titled a trailer w/o the paperwork, but I believe jimk is correct. I registered my XM211 in November with just a bill of sale. The bill of sale, vin tracing & digital photo (2 copies) and a DMV form signed by the previous owner was all I needed. (And paying the sales tax of course!)...
