You can remove part of the flange and get relatively close to the shape you nead for a LT tire. See drawing below.
Years ago I did something similar to make MPT80 Continentals fit on two-piece tubeless 20x11" rims which I built using std. deuce wheels...
XX, that depends on what you call civilian tire. If you mean the "modern" sizes of LT radials on 20" rims offered for off-roaders the answer is NO!
Even if all 20" wheels and tires share the same 5º shoulder angle, 10" wide industrial (heavy weight!) truck wheels, military or not, have beads...
