I'm from NC... born & raised here.... and I have never seen nor heard of a civilian 1-ton truck getting pulled over for pulling/hauling a civilian load. Ever. I have friends/family members with 1-ton civilian trucks that tow campers, quad and motorcycle trailers, and horse trailers. None scaled...
Engines have been built for years with thrust bearings on the crank... stick or automatic trans is irrelevant. Slush-boxes balloon their converters & press on back of crank as well. You'll be fine -

No real gains in performance on a 6.2 - you hit a point of diminishing returns. And to let you know - the 40 hp increase injectors are a myth. I'll save you some time...

Find an aftermarket company that offers lift kits for an '83 Burb.
HMMWV manifolds will physically bolt to the engine, but may not clear the inner fenders/frame rails of the Burb.
Don't forget to install the starter-to-engine-block bracket the is on back of starter -
Unless you're truly bucking for originality, I'd strongly recommend converting to a dual circuit master cylinder for safety reasons, even if staying with drum brakes. Good effective brakes are kinda important...

In all seriousness, buying one a piece at a time is a terribly expensive way to do it. Have you considered buying a civvy H1 and some Krylon camo paint?
Funny... I can import a vehicle that is 25+ years old, and not have to meet DOT/EPA/FMVSS standards, but you can't title/register a truck built in the US for mil-use, then sold to a civilian.
