Check for a good ground. In my experience, most vehicular electrical problems are caused by a poor ground. If you do need a starter, is there a rebuilder in your area? An auto parts store should be able to get it done for you or know where to send you. Or maybe someone on here will have one...

There really is no such thing as "two phase" electric. I remember hearing it was something they experimented with MANY years ago, & it didn't work out. I've never seen a shop van setup, but it's probably 220 volt single phase.
