It sounds like its air locked to me! Maybe from being jelled up! Both of my 1028s did this last week when we were cutting wood in 0* weather! Try pressurizing the fuel tank while your rolling it over! These trucks are very picky about fuel pressure!
Mine also got stuck when I first brought it home! A little penetrating oil on the shifting rods, some adjusting and now it works fine! I also pitched the low range/reverse safety lockout rod because it was binding up just like yours! Id start there! Good luck!
