I was actually delighted to find 13 miles per gallon with my m998

I've put 3000 trouble free miles on mine but I do check it over fairly regularly as I build Transmissions and proactive is much better than reactive 😉

It certainly does appear that many states aren't pleased with military vehicles on the highway
As far as insuring them I use the lizard and they have aren't really friendly to my rates with reference to my hmmwv

I'd say a test drive manually selecting 1-2-3 would tell you for sure if it will be in 3 and unable to reach north of 40 mph then you can proceed or digress accordingly
