You can use the following fomula with the adaptor.
C=D(A/(A+b)) WHERE:
A=LENGTH OF TORQUE WRENCH
B=LENGTH OF ADAPTOR
C=TORQUE SETTING
D=REQUIRED TORQUE AT BOLT
Or just use the torque wrench at 90 degrees from the adaptor so that the length has no effect on torque.

The problem I see with pressurizing the tank is that if you're drawing air through bad fuel lines, you will now be pushing fuel out of these same lines.
The sending unit has to be grounded. check the threads are not sealed with teflon tape interfering with the ground. You may also want to make sure the engine is properly grounded (Driver side of engine rear inspection cover bolt to firewall).

As far as the blowby, the engine would emit light smoke from the crankcase breather tube, when I put my hand over the tube it was really trying to push it off. I didn't need a manometer to tell. it would probably have blown the water right out of a U tube.
