If you are getting 48V anywhere in the vehicle and have only two 12V batteries in series, the problem must be with the generator and/or regulator. Have you measured the voltages from the generator and regulator at idle and with some RPMs to test the regulation?
The only other thing I could even...
I should be back from Chile by then, but not sure I'll be able to stick around NM until the 13th. I suspect one of my Kristis would out bog anything there, just won't break any records for speed! Alas, I have no MVs in NM. Guess I'll have to be JAFO. :-|
So the mud bog is down the explosives...
Last week I spotted several yards full of deuces and other MVs in Anchorage. I'll be back down there in a few days (currently on the north slope) and will try to make time to rattle some door knobs. These are at the ramp from Dowling to Seward...

I thought it was some sort of predecessor to the BV202. :? But now I know.
I suppose the OP might get some state-specific details if his state was listed (post #3 suggests AZ).

Boyce Equipment says...
"Our 12,000 lb. Garwood winch is the most popular since it can be mounted between most stock truck frames (34in). Bolts from the outside of the frame. Weight-156 lbs."
That, too, seems awfully light, but here's the source...

Boyce Equipment says...
"Our 20,000 lbs. Garwood, is ideal for installing in the rear of trucks with its 34 in. width. It too can be bolted to a stock frame. The length (30in.) is sometimes bulky, mounted in the front. It fits nicely under truck beds. Weight-220 lbs."
I just spotted a pretty nice one near Cornwall. You can see it in the 'MV Spotted' thread. Is that one of them? I'll be working out of that area for the next couple of months with frequent trips into northern VT/NH. If you set everything up, I'd get it to northern NH for half fuel costs (since...
$5K-$15K should be a good range, depending on condition, but you can find them considerably above AND below that. I think I have a post somewhere that gives and idea of what you can get for how much. Will look around.
Meanwhile, since little sister watches my place in my absence, I gave her a...
8 hour haul and she's home. Too late to go through her, but she motored right up the mountain.

I operated an orange USAF Spryte when I was stationed at Eielson. The only thing that showed it as military was the 'USAF', registration number, and 'For Official Use Only' on the doors and the contract info on the dataplate. The Imp that I also operated was a lovely strata blue. I miss that...
I'm in Cooperstown, NY tonight positioned for an early morning retrieval. It's not like I need YET ANOTHER SNOWCAT , but they took my offer and I'm forced to haul her off.
After a look-over a couple of weeks ago, I could not determine for sure if she is ex-military, but...
Give Rick Paul/State Farm in ABQ a call. I'm insured through them as commercial-private (or somesuch because of the over 10K thing). Even if he won't insure an out-of-towner, maybe he can call your local agent and tell them how to write it up.
