Have you tried calling some of the vendors? People at Memphis Equipment, and Eastern Surplus have been very helpful when it came to identifying small parts like what are asking about.

M809 is the series of trucks the M816 is based off of. There is no reason as to why it wouldn't fit, or work as described. I have thought about putting one on my M818. I know the kit would fit my M818 because it is a M809 series truck.

My m818 has the 16.00's mounted on hemtt rims. The original studs work just fine. I'm using the shoulder lug nuts with part number M-3208 and M-3209. They are for both left and right hand threads. These work great for the hemtt rims, but I'm not sure if they work well with combat rims.

The super single tires seem to be more and more common in the surplus market these days. Also they are usually taller, so you can get higher highway speeds at the same RPM's you would have with the shorter duals. Beyond that, I think it just comes down to personal preference. I prefer the 16.00...
The Canadian versions of the M809 series had the Jake brakes. They also had the scoop added to the hood to cleance to jakes. I'm not sure, but I think you can add jakes to the 4 rear cylinders and still clear the hood. There are some threads on the subject.
