That cover as rusted as it is surely has let water in the wiring. Obviously you should replace the cover and probably the one on the other side as well. They cost about $20 each.
Based on the claims on that page, to achieve 17% gain the hub gear ratio would be 1.6:1. Doing the math shows a 24 large and 15 tooth small would give a 1.6:1 ratio and a 17% increase in speed. The question is if it bolts in or requires modifications to the hubs to fit the larger 15 tooth...

In your attached document it states 1.92:1 ratio for the geared hubs, I can only assume that is what you are talking about since I can't find anything else in that document that applies. If I am wrong please point it out.
Well that looks correct. You could get a new dash plastic OEM for about $50 in green. My guess is all the wires are a mess behind the dash and getting in the way as you try to seat the dash. And/or maybe you speedo cable is catching up and hold you out.

Why would he have to adapt to an Allison? The Allison is harder to deal with from a standalone TCU stand point. If he considers a Cummins swap he could much more easily adapt it to a 4L80 that already bolts up to the rest of the drive train. Basically just an engine swap.
