Depends on State. Get your Class B ( I believe) and call it good.

Delete this unit and go FULL hydraulic.

If the wastegate is not the issue, pull the turbo output hose. Look inside. If the turbo output hose is not new, replace it. Mine was flaking inside and would not seal, causing a whistle sound. Somewhere on here is a video of the sound.
