Ok, I misunderstood on the lever vs. the delivery valve being frozen.
The governor / Fuel shut off solenoid is the large electronic solenoid that pushes down on the IP lever to shut the machine off.

Something else to note, the governor assembly itself does not have any ability to increase throttle ( or increase engine speed )

Seeing the you had issues with the throttle lever being stuck, I'm wondering if you either still have a sticky throttle control lever ( unit ) or there is also a good chance the plunger guide inside the injection pump has skipped due to the sticky linkage and presumably a sticky plunger inside...
At this point you really should just pull the entire radiator housing off.
I've done it several times and takes less than 20 minutes but will give you full access to everything you need to see and you can use an impact to remove the crank bolt with no need to wedge the flywheel or anything!

Not sure that test is valid. With batteries disconnected the gage will probably stay at zero because the set is running off the alternator and not "discharging" the batteries. the meter measures current flow in and out of the batteries.

I'd assume it has both a start and a run capacitor on it.
Without the start cap the motor won't start, but it can still run with a bad run cap and depending on it's condition, running with a bad capacitor may have caused your issue.
