They correspond with the straps on the inside of windshield frame for folding down and transporting. There would also be 2 rubber bumpers on the outside of the WS frame to support it when strapped down.
Anyone else see this? Wonder if it was privately owned or military?

There was a factory kit for this. The reinforcement bar itself was P/N 6001702, and appears to be made of brass or a brass alloy. Way too heavy to be aluminum. I'm guessing the kit came with templates and hardware as well, but can't verify that. Here's some pics of the bar.

If you have a clear (unrestricted) title, you will be fine in MD. The only thing that throws the counter folks is if the 6 digit number matches something already registered. If that happens, wait a day and try going to a different branch. Also, as a 1990 you can apply for historic registration...
A bit more expensive to R&R outright, but repair parts are easily available. Its a standard Saginaw box. Only a pressure test will tell if its the pump.
6.5 numbers are in the back on the block just behind the right head. GEP number format is; 06 13 N, while older GM is formatted as; B017 (for example.)
