Has the truck been altered in any way? Glowplug system or fuel system been changed. Verify fuel supply, delivery of fuel to filter, fuel to injector pump. Verify voltage to glowplug relay. Are glowplugs good. Trouble shooting in TM's are very helpfull.

I suppose that they can impound the truck and make you pay heavy fines and towing in and out. If going through some states you can get a temp tag to motor through or if your state is legal the other state has to recognize your plate for legal travel.
