there are several things it can be, even some the manual does not cover. basically it means it can generate but the voltage reg is not working. the field is flashed when in start and the output of the gen powers the regulator. remove one of the field wires from the reg and the manual tells you...
if it has not been used in years the fuel is likely sticking things up. use lacquer thinner. do NOT ever use air pressure you will destroy the regulator.
for those not in the know, the picture shows the top mounting bracket, the reinforcement is inside the frame and i now remember why. there is a big notch in the frame edge for the original box and i thought the frame needed some help.
