    It's got a leak somewhere , your probably going to have drums if it isn't leaking enough to leave a trail of fluid on the backing plates or bottom of the drum . Could be a internal leak in the air pack . Only why to find out is a visual inspection of all the brake parts . No magic answer on...

    Yes they can be done without removing , but it increases the chances of dirt or other contaminant's getting in while rebuilding .

    With all the crap china parts don't rule it out just because it is new , leave all ideas open . You couls always take a piece of gas line from the fuel pump into a gas can to see if it is pulling fuel , to see if there are problems back towards the tank .
