Hey Kurt I checked my 803a. My % voltage gauge reads low. I loaded it with 2 heaters for a total of 9000 W plus a burner on my cooktop [not sure of its rating] which should be 100% load. My gauge read just over90%. The DC reading was 10.4. let me know if you need a reading at the max output...
My 831A is in the bush and is also very susceptible to moisture even though it is in a ventilated enclosure. It shows a short circuit fault but doesn't shut down the engine. I run it closed for 10 minutes or so shut it off and restart it and the fault is so far always corrected.
My original Mep803a did the same thing but ran fine. I checked with an inline pressure tester and the gauge was showing around 7 lbs low but when it was hot it never reached 30 and ran just fine.
The first thing I would do after new fuel,oil etc would be to buy Kurts Governor controller [see parts for sale] and throw the OEM controller into the nearest garbage can. If it isn't causing trouble now it will in the future for sure.
831A's are a real PITA. I 2nd the suggestion to first of all get one of Kurt's controllers. My second suggestion would maybe to consider selling it and buying an 802A

Around here Hardy diesel mainly Yanmar and Kubota powered generators ( not sure who makes the actual generator head) are popular. It is a rural area so larger diesel generators are common. I bought my 15 hour 803A for $2000 3 years ago. I wouldn't even consider an untested military generator...

I would check the reviews for Generac before I bought one. Many of the local electricians around here won't install them because of their failure rate.

I buy only 3 phase equipment and power them with an American Rotary phase converter. I convert to single phse only if the 3 phase motor fails. The phase converter has to be a fair bit larger than the motor it supplies though.
