Sounds like it might be your starter solenoid plunger or the lever fork not moving the starter gear in quick enough. The lever fork fulcrum maybe rusted, gummed up, bent, or the solenoid maybe going bad.

I have to agree with @Lothar that it is way much easier to repair painted surfaces to get a better match than powder coating.
Powder coating is better and a harder finish but much harder then paint to match up.
It’s a personal choice.
I use good prep work and good quality paint to paint frames...
Well, I can tell you that the original grease boots have a wire retainer on the wide end of the boot that holds it in place. There is a groove around the tie rod end, that the wide end of the boot and the wire fits into.
The new rubber boot does not come with this wire but has a ridge of rubber...
MME has them. They have the rubber ones and the silicone ones.
I purchased the rubber ones for my truck because they didn’t have the silicone when I replaced mine.

Replaced the 4 grease boots on my drag link and tie rod on my M1083A1, easy peezy.
I took both rods off and cleaned out all the old grease from each ball joint and replaced with good new grease, Lucas Red and Tacky. Works like new.
Call the CAT dealer to see if they work on road vehicles.
I have a large CAT dealership about 10-12 miles from my house however they only work on off road construction equipment.
But, there is one about 40 miles from my house that still work on road vehicles.
