Works well in a pinch! I use one to carbonate my beverages. Cheap, easy to secure, effective as long as you keep it charged. Can’t use very long with power tools but great for tires.

You have a cracked pre-cup, and very poor compression numbers. Fixing the engine would seem to be a fool‘s errand.
The biggest bang for the buck would be replacing the engine. That would also probably work out to be cheaper.
Compression tests should be performed warm. The compression in the other cylinders should not affect the cylinder being checked. When you add oil for wet testing, only add a tiny bit. Too much and you will hydrolock and bend things.
