I agree on the smaller wheel making it tough to steer.
I babysat an M109 on 395s for a couple of years, it was a pain to steer at very low speed, even with the full sized wheel.

Here is the original handle that came with my M116A3 based HSTRU trailer.
They are pretty simple, and would be easy to replicate, I think. I can measure it up for you later today (a frog strangling rain was beginning as I headed back to the house with the pictures!)

My farm lies directly under an Air Force low-level navigation route, and I have the top of a hill, so I get the trainers out of Randolph AFB regularly coming over my place at around 200' (low enough that I can read their numbers, smell the exhaust and sometimes get waved at by the T-6 pilots)...
On my old '68 Chevy 4x4 the front turn signals used to come on when the brakes were used, found that the wiring had come loose underneath and was touching the muffler, which melted the insulation off and caused a short. New wire that didn't touch the muffler, and all worked as it should...
