If you have already verified the wiring path and checked for grounding issues as mentioned by others... I would guess that the SignalStat on the column (you mentioned the green blinking light) died. They either work or not. Could have been bounced down the highway enough to just fail...

No CDL Requirement in North Carolina if you are not "hauling for profit". If you are using these trucks for personal use definitely no special license required (here). I do have a Class A that I got forty years ago when I drove an over the road tractor.
