I know I seem all over the place on the order of repair, but as I'm a one, sometimes two man operation, I'll work on something til I get stuck or frustrated and work on something else to still move forward.
There is an inspection panel on the passenger side that will let you see when the valve should go down. If they're frozen in the down position, that could be the cause of the stick. If so, pull the head and using either Marvel or transmission fluid, soak the valves.

Rebuilding the ETW1 off my 54 and I'm scared to death to mess something up. Does anyone have the rebuild procedure for it? I've got an exploded view and how to adjust the governor if needed, but I'd feel a lot more comfortable with the procedure.

Today was carburetor day... after bugging everyone I knew, I figured out some stuff...
She was in rough shape.... soaking it in the carb cleaner for a few days...
Honestly it's just as easy to turn over by hand. Here's a video I made after I pulled my head to check my valves to see which ones are stuck.
You should be able to take the fan and spin it in a clockwise direction as you're facing the vehicle...

I believe the reason for the soft top, folding windshield etc was for the ability to lower the height of it when needed. I could be all wet too, but that was my understanding for it.
