Sent you a message and an e mail with my phone. I am less than 5 mile away and deal with Steve and Misty there regularly enough they know me by name. LOL
The one wrecker I new of in the area isn't a wrecker anymore. You may look up wrecker co. in Draper. I would be a medium duty could load it once the brakes were caged.

I know the GP ads say General Dynamics, but they are not the manufacturer. The manufacturer is actually Growler Manufacturing and Engineering. http://growlerme.com/images/New_M-1163_Brochure10-09-2014.pdf
State by state is different on "Kit" cars. Some see them as what the look like, i.e. '66 A/C Cobra and others see them as new production requiring EPA and DOT certification. In mu state (Utah) I bet they would license the KIA as they have no issues with kits or MVs. HMMWVs are street legal here.
Yes, warm fuel is returned to tank. I agree, just ad some anti-gel and you should be good on the fuel side. If it is not in a garage I would also recommend a block heater.
When I had my M923 I would occasionally mount my ARs in the gun mounts on the doors and lock them in place with gun lock cables. These were no fakes and a lot of LEO like it that way.
I can't point to a specific law in Utah, but they have no problems registering any MVs (HMMWVs, HET, HEMTT, 2.5 and 5 ton, and most other wheeled) as private, vintage, or commercial. Tracked vehicles are the exception to that as they can't be driven on most streets/roads except for parades.
Don't try to change the governed engine speed, that will cost you an engine in the end. You may be able to remove the planetaries in the hubs and some how direct spline them, that would bring up the speed.
Not sure if you WY/CO folks are interested but there is an MV meet up and swap meet in Ogden Utah on Saturday Oct 26th. at 11am. Here is the post. Would enjoy seeing some of you folks come on over...
There are small bore valve stem adapters on the market and If you will not be using CTIS I see no reason you couldn't just replace the valve stems complete with a commercial truck one.
