Lift pump is getting weak. Mine was doing the same thing on my 12 valve Dodge for about the last 15k miles of its life. My A2 was doing that when purchased so I replaced the LP and it went away.

I wanted to post an update on this. I adjusted the box for a second time and it's much much better now. For anyone else dealing with this I would recommend doing the sector shaft adjustment, test drive and if not acceptable, adjust one more time after driving it. I think mine was so far out...

You can pick them up easily online from a number of sources. They are not expensive or worth attempting to "custom build". Any local heavy truck shop should also have them. You probably won't be able to rent it from your local auto parts store though.

They don't "completely rebuild" the trucks at overhaul. They replace anything that's broken and give it a fresh coat of paint. The advice from others above is excellent and a great place to start.
