Because the factory filters drain back in to the pan so you have to pump all that oil before you get pressure where the kits have filters that do not drain back so less oil needs to be pumped before you get pressure
You should easily be able to suspect or rule out the in line pump. It should have a gallons per minute flow rating. Is that rating similar to or greater than the original in tank pump.
