Maybe one of the latest updates I made on the Maryland thread will help your situation out...
Wow. That sucks. Yes I have been posting in that thread, but wanted to see if anyone had in general had any luck inspecting their vehicles for FMVSS compliance.
That letter from AM General is not legit and goes contrary to what the NHTSA told them:
https://www.nhtsa.gov/interpretations/nht88-129
More importantly still, despite the exemption from the FMVSS, and the general misconception, the Humvee does still comply to the federal safety standards...
Does that apply to the M1123 which is more than 10,000 pounds and falls into the same category as dump trucks? I also have a 3-point seatbelt in my truck...
So, this may have been asked, but has anyone paid a shop or had a shop go through their truck to see what does and does not comply with FMVSS.
Maryland wants to know what it would take to have the truck comply with FMVSS. I know that the below IMO makes this pointless, but I want to document...
The MIL-STD-1108b applies to multiple classes of vehicles:
5.4 Application of FMVSS. The application of specific requirements —-— within the FMVSS’S, military wheeled vehicles designed to
(a) carry 10 passengers or less and
(b) have a gross vehicle weight rating (GVWR) of less than 10 000...
Yes so get me any documentation you have on this so we can build a strong case. Instead of pushing that we are exempt we should be saying instead that we are compliant based on the MIl-STD-1108b document. That is what won that other court case on the subject...
There was a case in Wisconsin in which a court found that the MIL STD is effectively equivalent to the FMVSS.

I spoke directly to the MSP after the State Delegate I was emailing went to the head of the MVA and MSP...
Now we need to work through the FMVSS items, but in everything i have read we are already in compliance with FMVSS.... this is a good read here:
In 1966, the federal government enacted...
I got MSP to revise the bulletin "partially". They removed the off-road only use as well as some of the other language. All that is left now is the FMVSS stuff. Chiseling away and working towards making a path towards compliance.

Awesome stuff. Thank you.

I love this...
"H1 is designated a Class 3 truck, and as such, it does not have to meet federal safety requirements. "

I bought mine last year and have the truck, but now waiting on the clear title to arrive before I can start the process here. Don't give up hope, I am not.
Funniest thing is to look at this first release of the civilian model back in 1992. They simply took the military edition and slapped a few new features on it to make it into a more friendly version. The primary features and equipment installed were the same in both versions. I have even been...
Has anyone contacted ASED and gotten a response? We have clean titles and SF97s. We have diesel trucks that do not require emissions testing as well. Both are items referenced in the memo.

Yeah, it is sad as the SF97 and title that I have are both clean and do not have the "off road only" designation. It is bogus that there is a memo that they are using that says that is the reason they are denying inspections. I would also argue the fact that the newer HMMWVs that we are trying...
