Your may be need more than just a turbo. I'll bet the engine is "dusted". We have had to do an inframe on one and the turbo looked way better than that.
I bought a new tan cover from Sportsmen guide some years back. It did the same thing after some years the foam just came apart. The cover is good just the foam. Maybe why they had them cheap.?.?

The compressor has a split pulley you adjust it to tighten the belt. You need to loosen the 2 bolts on the the pulley then you can turn the two halve of the compressor pulley in or out to adjust it. It will take two pipe wrenches or big channel lock or big adjustable wrenches to do this.
As a taxpayer and vet , I would much prefer to pay for an engine then a "pine box". That's what the "multi" was for when someone was trying to kill you.2cents
