First gen truck. Mechanical engine. Put fuel in the tank and pump away at the primer. Its a recirculating system but sometimes you have to crack a line at the fuel pump to bleed it a little.
You may never know why the harness was hacked. The first gen truck dash harness and power panel is one piece. If the harness is cut it all needs to be replaced. What year is the truck?
First thing you need to see if the engine runs. 24v at the fuel solenoid and starter and you can crank it with a clip lead at the starter solenoid. I would check fluids and filters first.
There are adjustments on the governor module. I think one of the tms has the procedure. I had a gen once that someone had turned all the adjustments all the way down.
Sounds like the trans fluid pressure is set too high. There should be some type of adjustment for that. Either mechanical like on the older allisons or something thats done thru programming.

You can use a small hammer and screwdriver or blunt chisel to loosen them sometimes. If you can get in there with a large pair of channel locks that sometimes works. Sometimes you can spin the whole assembly loose. Sometimes they are corroded and painted over and you just have to keep working at it.
The only truck I have on hand dosnt have a relay box next to the batt box so that wont help. Go to the polarity box under the spare tire and use a meter to trace wires back to the cutoff relay and then to the batt cables. There should still be a big 24v to the starter and I think there is a big...
The original manufacturer sells them thru a distributor. I had called them at one time I think they were around 80 bucks. I dont remember the specifics.
I have not separated the two but I do know there is a larger catch screen on the solenoid pack. You will want to drop that down and check there also. The trans and transfer share fluid. If the material is in the filter chances are its throughout the whole trans.

The surepowers divide. Your output will be half your input. I believe you can run it equalizing. Keep your 12v off the battery location and switch the converter 12v out to the batteries.
It will work fine. I have 100a surepowers in the classifieds that will do the trick. You would need to install a contactor relay to disconnect the 12v converter output when the truck is off.
