The O-rings can be had from any tire dealer that does log skidder or front end loader tire repair.
I had a ton A2 tire removed, repaired, new O-ring installed and remounted for 50 bucks.
The bolts should be available from NAPA, Fleetpride or Fastenall. We got the bolts for the MK-48 mission...
What he said.
The first time I loaded a FPU only onto a transport trailer (up a steep ramp) my O-ring snapped shut so tight you could not have driven a straight pin past it with a twelve pound sledge hammer.:shock:
I don't know if the rear axle came off the ground when it topped that...
These things are squirrelly when they are hooked to a trailer. I loaded several of the cab units onto trailers and the pucker factor was very high.
Being that he will be pulling a very short wheelbased vehicle with two steering axles the disaster potential is very high. I'd load it on a trailer...

It will pull it but it won't like it.
The military used these tractors to pull loaded 5000 gallon fuel tankers on a regular basis. You can do the math.
As a rule tactical vehicles don't make good commercial vehicles for several reasons.
They tend to be slower on the road.
Higher fuel...
Offroading a HEMMT will be an expensive and labor intensive hobby.
These are not overgrown toys. They were built with specific missions in mind which did not include joyriding in the woods.
They ride like an oxcart, suck the bottom out of the fuel tank and are hard to manuver in the woods...
