Try a new flasher unit . Sounds like it could be that or a bad ground . Flasher is quick and easy , if not then you have to look harder at other things
Glad the transport went good . That unit looks in pretty good shape , how is the rust on it ?? they were sitting outside in South Buffalo for quite a few years .

Yup . that's a problem for sure . I can not speak for California , but you need to do some research of your vehicles chassis # and vehicle information plates to show the local officials what was the actual build date . Pictures and paperwork usually help . Keep in mind the MV is only "NEW"...

They have been sitting there for YEARS ! I checked them out years ago , glad to see they were auctioned off and hopefully a better life . They did use them for some winter duties , but most of the time the city uses the Fireboat Cotter to break up the river ice .

What the serial # tells you is that this is one of the later vehicles towards the end of the refit , which is a good thing . I would bet that is a 97 or later rebuild . CTIS usually doesn't work , I took my system off when I did a PM on the brakes and wheel bearings , converted to A2 bearings ...
