The part number you linked is for up armored rear springs. It might very well be correct for what is in your truck currently.

My serpentine belt only starts squeaking at me when the belt is out of alignment.

If your location is correct you shouldn't need the title, just a licensing office with someone competent that knows how to do the SF-97. According to other threads, they passed some regulations or rules or something to make titling surplus military vehicles pretty straightforward.

as long as it's a clean SF-97 (no off road only stamp on it) then I doubt you will have any issues that route, as long as the person behind the counter is competent.
