Look for wire tag 291 in the bundle at the TCM plug and see if it is in fact miss wired. You may need to cut back the loom a little bit to get enough wire to manage. Use your VOM lead to pierce the insulation and check continuity with the plug removed from the TCM

Identifying cut wires under dash - M1165A1 REV

Missed one, he will have to remove the plastic loom to see what is going on there. As far as I have ever seen the factory did not use plastic loom so it is likely part of the GMV upgrade.

    2000 HMMWV M1123 Project

The stop light switch nor the TPS actually control the TC lock, the stop light switch can take the trans out of lock but the TCM controls the lockup

    2000 HMMWV M1123 Project

I am glade things are going your way! but to be clear the stop switch was not likely the issue causing the TC to lock up, unless the wiring is really fouled up.

Check continuity from the 290C/291C at the relay and the 290C/291C at the TCM plug, I had one trans that the wire was severed. There should not be any more components involved.

    Oil pressure rises with rpm

The factory gauges are notoriously inaccurate, if you are concerned put a mechanical gauge in place of the sending unit on the back of the motor. It would be rather unusual to have 90 PSI of oil pressure, it is however normal for it to change with RPM.

    6.2 Liter Engine Specs?

That should be in the maintenance TMs available for free download on this site.

    Mounting and balancing the tires

I doubt any shop without military vehicle experience would know how to mount HMMWV tires, they would likely try using a tire machine, then laugh when told what they would actually need to do to dismount and mount HMMWV tires.

Check the wire numbers connected to the relay, someone may have plugged in the wrong wire.

Transmission Diagnostic Mode - issue I couldn't find here

I am not sure why they are calling it the controller, in the civy world it was and is the glow plug controller, looks the same, uses the same round plug only in the civy world it very simply controls a relay connected to the glow plugs, I often wonder why nobody just reverts to that system...

Transmission Diagnostic Mode - issue I couldn't find here

If you remove the harness from the TCM and the light still is on in the run position then there is a short in wire 657A to ground is basically what it is saying.
