I paid sales tax and all the appropriate fees when I registered for on-highway for the same reason, You should be able to go to the WA dmv and apply for a title without registration, that way your taxes are covered.
I think it is more challenging with a HMMWV I have attached correspondence and the notes I made while contemplating fighting em. WA's sticking point is the FMVSS sticker only. I am fairly sure my SF97 had "on-road use" but I got a title and couldnt get a copy of the SF97 which is what WA needs...
