I have power coming into the three lever switch on circuit 15A.
But no power out from terminal M to 16A, the high beam switch and thence to headlights.
And no power out to 40A from terminal B, the panel lights.

Yes. And I was just hoping that the source of my new switch sold me a legit one. The screws/threads, etc. all seem to be good machine screws, and not wood screws, etc. I haven't opened it up. I guess I should.
Where are the headlights grounded? Is there a spot on frame or other steel part? Different from the other lights?

That's a brilliant idea. I just printed on six pages and pieced together with tape. But a professionally printed one, with lamination sounds pretty dang awesome. I will have to check with the printshop here in town.
So, I pulled the brake signal light switch. I have 24V on one line and 0 on the other in the vehicle wiring. So I am sure there is voltage getting to the switch. The switch articulates smoothly, but the resistance across the range of the switch activating is not just O and 24V. It kind of...

Ok. Got some work done, and some progress made. I now have good bulbs (LED) in all sockets. I have running lights, turn signals, and marker lights, and the emergency flasher mode. The turn signal light flashes now instead of just sitting there.
I still don't have panel lights. No brake...
I went bigger. First, because it needed it. Window just too small. Second, because where the old window material was bonded to the fabric wasn't malleable. So it had to go, even though I was able to peel it all apart.
Figured I would update this thread:
I installed a backup ground and gained back my marker lights. I did notice that all the bolts I was grounding to were not very tight...not even to the negative terminal on the starter. That was weird.
