Update, solved the issue and it was not the tail light or the flasher, turn signal handle. Wound up being a hidden issue with the rear side original LED marker light. During this whole investigation that light worked fine it looked like. Lit up fairly bright, and I only went to replace it...

I can confirm the issue followed the light fixture when swapped, so I'll have to get that swapped out. Opened it up but the wires go into a sealed compartment where the board is so no accessing anything without destroying the light..
