The airpack can fail and cause all wheel lock up. With the brakes pumped/ locked up, try opening bleeders on airpack and see if brakes release to narrow it down. Rebuild manual here https://www.steelsoldiers.com/threads/air-pack-rebuild-manual.118450/

Mine did that and even though the shutoff assembly seemed to be free when I moved it by hand with the cover off, the engine would hunt at idle. I removed the safety wire and backed the two screws out even more and re-wired and it solved it. So my idea is that maybe the screws have to be looser...
Hi, I am looking for a recommendation for a pickup and shipment of two small items at Chambersburg. These would be <50 lb and would need to be boxed and sent UPS/Fedex. Does anyone have recommendations?

Mark, these are the same as the cap on the civilian CJ3/CJ5 master cylinders. Those were all low profile caps. If you search for one of those you would probably have better luck (and pay less). http://www.rockauto.com/catalog/moreinfo.php?pk=309011&cc=1180460 for example.
