Congrats on getting your Extra! I got my General a couple of months ago now and I'm slowly working my way thru the study questions for Extra.... I hope to test for it in a month or two. but I'm going to keep my 1x3 call that I got when I passed my general.

Pinch off the return fuel line and crank it (the MW pump needs to have at least 15psi of internal pressure before it will push fuel to the injectors. I had this problem due to a faulty check valve at the fuel return line..
The one on the PCU is the one that tells the ECU when the desired pressures are reached. There is also a pressure switch that allows the CTIS system to actually function once there is at least 90 psi in the wet air tank.

With the amount of cranking you have been doing to not get fuel fog out of the glowplug holes really makes me think your IP is not creating enough pressure to open the injectors because you say when you crack the lines to the injector you get fuel....but with the lines snug your not getting fuel...
Batteries since you stated "just under 24v" which is not even close to being charged. You should see 25.2 to 25.8 volts resting (no load after being off of a charger for 8 to 12 hours) for completely charged/fresh batteries.
You might have a return fuel line check valve that has a weak spring or it has a dirty seat and not sealing well. This was one of the problems on my M925a2 along with a pickup draw tube that had a cracked solder joint both allowed the system to bled down
