I have run out of ways to "Tighten" the parking brake system. The handle adjustment is all the way out and the adjustment not on the rod underneath is also at its MAX. The parking brake barely holds now.
I have been having an issue with my parking brake on an M998. It is the later type that uses the rear calipers to set the brake.
I have followed the manuals etc. and I have run out of adjustment, both on the handle and the rod underneath. The brake pads and rotors are well within specs.

You may have a tough time finding a shop with an alignment machine that can handle the width of the HMMWV.
This is also a good way to do it yourself, will get it pretty close to specs.

Yes, you are literally grinding the rear tires away each time you drive now, until the toe is adjusted within specifications....an aligned is fairly cheap as compared to new tires.
These work quite well, but not perfect....beats buying a whole new end though.

On your rear tires...have you had the rear Toe correctly adjusted? I had the same issue with the rears, when i first got my vehicle and it turned out the toe was way out of spec.
Since corrected, wears normal now.
Also, I have all shims removed on rear..still about 1.5 degrees positive...

Underneath that (218 - 110 ft-lb) nut is a rubber washer...which is cut to fit in the splines ( I call it a star washer)...i.e....to seal the splines from fluid leaking up i assume.
I replaced the actual oil seal for the flange (as referenced here) and that is not the issue, it no longer leaks...
It is a 218, I put a new yolk on also. Oil seal on yolk is fine. It is leaking out the spines of the yolk and forming a drop beneath the nut on the front output shaft.

I have replaced the rubber star washer several times, having tried RTV once (per site searches) and also no RTV...both with the same results...a small drip once...

I have adjusted the parking brake as described in the manuals. Well, the adjustment knob has now bottomed out, and can no longer be adjusted. I barely holds the vehicle.
