I made this last night. I used a 12"x18" piece of 22ga sheet metal (~$7), a J-hook ($1) and a light from Autozone (~$2-3). It's uglier than I expected, but it's legal and no-drill.
Right now, I'm using blasting wire wrapped around the bumper, no light...Ugly, steal-able and not really legal. Here's my idea for a bracket when I get a little bit of time.
EDIT: J-bolts might work just as well or better on the bottom of the bumper to hold the bracket tight.
