    You are both right and wrong Carnac, the install manual for radios in the CUCV shows that plate as the mounting bracket for a control box. On page 25 of this TM: http://www.scribd.com/doc/87529383/M1009-RT1439-INST it shows the base bracket with an additional bracket for use with a control set.

    My 09' also has this setup on the dash. You should not hear yourself speak when transmitting; you need to get someone else with a radio that has the same frequency range to do a good comms check. You do not need the whole VIC system unless you want your passengers to wear headsets and be able...
