Found at a local municipal auction, evidently the PD got it surplus and just let it sit.
Turns over and fires on ether, but not without so it needs a carb rebuild. Front master cyl is shot needs tires, chain is rusty.
It is a late model for sure, has the IR headlight with no blackout lights and the blackout light switch is marked 'IR". Since the Marines were buying 650's by then, and it has the typical AF black paint I suspect this was a USAF Combat Controller bike.
Not sure yet if I will keep it or let it go.
