84 cucv no start

hi everyone! first time here. just acquired my first cucv. its an 84 m1009. problem is it wont start. voltage is good to the plugs. The wait light stays on for almost a minute then a loud clunk which i assume is the relay but then no start. wont crank. just nothing. Need a little help if you guys dont mind. Thanks

A minute is way too long for the GPS to stay on.

Follow the Troubleshooting section of the -20TM, where it covers, "no start".
