My girlfriends 923 and two other trucks with the 250 engine
and the big black fuel filter and water separator will not drain from the
bottom petcock. ?

seems like a coincidence or I am missing something.

If it is a M939 or M939A1 you need to open the top petcock also.
That it what the TM says anyway. TM 9-2320-272-10 pg 2-65

I have a rubber bump stop that fits over my air blow gun, I just give it a little puff of compressed air to get things moving. Usually there is a little crude plugging things up.

The fuel filter is supposed to be changed every 3K miles right?

Pull it, clean the container, put in a new filter and FILL IT WITH FUEL
before you reinstall it. Then prime it and viola.

My fuel filter container inside was rusty! That petcock is on my
list to replace as well.

On our M925 It's a good indication if it's clogged, it needs servicing. I had same problem, the issue is they get clogged with gunk/water/rust. I pulled canister, changed filter and cleared the petcock. Now, it drains fine. So, if it's not draining, do a filter change and at the same time thoroughly clean canister and petcock.
