Air Compressor belt

The belt for the air compressor runs smooth when the compressor is not on. When the air compressor kicks on, the belt starts flapping to the point it strikes the tach cable casing and has worn the outer rubber off the casing down to the metal. The belts are tightened to specs. What would cause this and how do I fix it? Tighten the belt beyond specs? Move the tach cable (this will not solve the flapping issue). Anyone else had this issue?
