Any way to test glow plug controller?

Is there a way to test the glow plug controller? I have read there is but possible only older controllers. I tested the one in my truck and didn’t pass any of the tests. I replaced it about a year ago so I’m assuming it is fine. I believe it is a KDS yellow band type.
Reason for testing is I went for a drive and came back home, went to start it again and I get a blinking wait light. It started up fine. Waited a few days and went to start it and got the blinking wait light. It started but was blowing white smoke. It has been blowing a lot of white smoke on other cold starts with normal wait light before this new wait light blinking issue.
I turn the key wait light blinks, I see power draw on gauge, I hear a thunk once light goes out. The thunk has always been there. Assuming it’s a solenoid in the control box. The truck always starts but runs rough and blows white smoke until warm.
I tested a majority of the glow plugs and they are fine. I also get 22 volts to the glow plug wire.

So my questions are?
Can the new glow plug controller be tested?
Is the blinking wait light an indication of what’s wrong?
Is it most likely my glow plugs? Only could test 4 on driver side due to extreme cold weather.
