The turbo that I have has some side to side movement, but no up and down movement. There is about 20K miles on the turbo. Does it need to be rebuilt?

Is there oil leaking into the exaust gas housing? Or the compressor housing? If not then no. It needs .015 of endplay on the nut holding the compressor wheel on. There is probally oil on the compressor side comming from the CDR valve as it is plumbed into the aircleaner box. So make sure that isn't your source. If there is in fact oil on the compressor side.

take it to any turbo rebuild shop and they can fix it for you if it needs it. up and down and side to side play is all the same(lateral) you want to check end play like on a crankshaft and you want almost none. if it's more than 15 thou then you need bearings and maybe more.
