EUC at 63 days!

Well, it has now been 63 days since my EUC was sent to BC. I fully expect the thing to be drop-kicked into the canceled bin, but I have received no word from GL. So, I climbed one rung about the heads of GL, and called DRMS directly wondering about my EUC. I talked to a rather nice young lady who went WAY out of her way to help me out.

She called her "Level II Dept" and talked to an individual there who, she stated said, "This has been happening a lot with GL." and he would have an answer in my hand by COB Monday with the status of my EUC.

we will see.

Wow. You need to hook us up with her name and number so maybe we could do the same. I know I did live chat inquiring what the hold up was but I got the typical: it can take up to 90 days for your 1st EUC and that BC is behind. I told her that this wasn't my first and that so far this has been my longest. She said maybe it will be approved soon. I figure if enough folks call BC and go over GL, that might help, but knowing how things are it will probably bite us in the behind.

First of all, I would like to put out a couple dislaimers;
1 - I served for a number of years in the Army, and know how to get things done within government systems. Always remember, sugar > vinegar with reguards to bees.

2 - Always take care of things at the lowest possible level, again see the sugar > vinegar comment. GL was doing nothing but blowing sunshine up my fourth point of contact, which annoyed me. I preffer the truth, and I feel they are not giving it to me. GL says it's DLA's fault, but before I go on a DLA rant, I must first invistagate the claim, which I am now doing.

3 - REMEMBER I have been waiting for over 60 days since my EUC was sent to BC. I would not be following this path unless I was over the "60-day" limit quoted on the GL site. The policy may have changed, but they are accountable for "grandfathering" those of us who jumped through our hoops BEFORE the change.

So, on with the show...

I called the DLA's customer service number, 877-352-2255, to open the claim, chose DRMS from the options, and got the first human in the queue. She passed the information to the level II, and the ball was started.

Now, with that said, IF you were going to do some research you would find on the GL website regarding EUC submissions to BC;

. The trade security clearances are administered by an investigative arm of the Defense Logistics Agency, http://www.dla.mil/dcia/, not by Government Liquidation.
This leads us to believe the DCIA is responsible for internal investigations of DLA matters. When we google "DCIA, DLA" the first link brings us to the DLA Accountability Office. Now we are getting somewhere. Like all good Government websites it has a nice pretty Organizational Chart which shows us a chain of command for later use. You can also access the Hot Line information here, which is very nice to report Fraud, Waste, Abuse, and Mismanagement. The soul purpose for the hot-line is to report when a government agencies and contractors are blatantly abusing their power.

After that, with some more google-fu, I found a hidden link at the DCIA home page, which so happens to have the Contact Info for DCIA HQ. I had to back-door some of the security protocol's to let my browser view the site, but if you don't like doing that, here is the info;

I am going to let my first attempt, and current claim ticket to take its course, but if I am not satisfied with the outcome, I will climb one more rung on the ladder.

Mine took 69 business (yes, business) days.
That is great for you.

Quit yer complaining.
This is the mentality that keeps the status quo. I am not exactly complaining here, I called to find a status from GL, they told it is all DLA's fault and they are totally innocent. So before I started ranting and raving about DLA, I decided to get the other side of the story. Since this is common place, with no apparent rhyme or reason, I figured someone should finally get to the bottom of things. The more people contact DCIA about the horrible service with GL, the better chances there will be to make a change.

Great minds think alike, my ball got rolling through the same phone #. Got an email response stating "I am also escalating your ticket to DRMS for their action and response."

I am now on Day 72. None of my emails to GL have been answered, nothing in the mail, no change in status on the website. In the meantime, they are holding my nearly $2500, while I have a handful of air to show for it.

I just don't really understand why it takes so long. Especially for those that have done EUCs already. Surely there is a quicker and easier way to get checked out when you've had prior EUC approval. I appreciate the research and info you have provided. I definitely believe that using sugar does get you farther. It is pretty crappy how when you talk to GL they just say how it's all in BC's hands and there is nothing they can do, surely they can establish some form of communication as to what the status of your EUC is at BC. I think it's just easier for them to pass the buck. I'm going to give DLA a call some time next week and see what I can find out as well. I also agree about the more people that bring this to their attention the better the chances of getting this possibly fixed.

As promised by the rep at BC, I received the following email about 9:30 Central;

Good morning Richard, I am responding to your telephone call regarding the following:

PROBLEM: Customer states that he sent in his EUC to Battle Creek on April 19, 2010. It has been over 60 days since he has heard anything back. He is not sure if this will be canceled or not. It is for an old Army trailer, and they already have his money for it.

He states he spoke with Gov Liquidation and they told him that they delays were in battle creek.
CUSTOMER NUMBER :: 7750xxxx
EVENT NUMBER: 5127
LOT NUMBER: 7351
INVOICE: 47xxxxRI

I have been researching out trying to find you a status update and I need to know what name was used on the EUC submitted. Could you please let me know ASAP and I will continue looking for your update.

I sent him my name, and the .pdf copy of my amended EUC, Export Letter, and DL. I hope that will help get things taken care of. It's nice to see that BC is doing something about tracking this down, when GL told me to pound sand.

Here is the response I received from the investigator today.

Good morning xxxx,
I just received a response from our Sales contracting officer here in
Battle Creek as follows The Trade Security Control (TSC) office advises
that Mr. xxxxx's clearance is pending at this time. TSC indicates
they are awaiting information from another agency in order to complete
their assessment. You will hear from Government Liquidations as soon as
it is complete. I wasn't given a timeline except that it could take a
while. My suggestion to you is to contact The Response Team at the
directorate of trade controls as they are prepared to respond to the
full range of defense trade inquiries. If your inquiry requires the
attention of others within DDTC, it will ensure a prompt answer to your
call. For best service, call the Response Team first at (202) 663-1282.
If you do not get a favorable response from them you will then again
have to contact Customer Service Contact Us at Government Liquidation
at Government Liquidations 480-367-1300 as they are the seller of the
assets. I wish you the best of luck in getting your asset/s. I know you
had hoped for a better answer as well as I but the ball is in GL and
Trade Security's court now.

Best regards xxxxx and good luck,
xxxxx
So, now I have the next rung to climb.

I just don't understand why you need an EUC when dealing with Gl but not GSA. I would also think that if you already have done 1 or more EUCs that they would take a lot less time. This is my 5th and so far it is the longest. I guess I will give it until Monday and then I will go your route. Once again thanks for the info.

What event are you waiting for ARYankee? What did you win (truck, trailer)?When was your last EUC sent in (4th one)? Is it over 12 months?

Hmm, there certainly doesn't seem to be a pattern w/TSC. I know of several guys who have already picked up their 5188 trucks. I , like you, am waiting for a 5188 truck as well...amazing:?

My first EUC is at 90 days tomorrow for event 5073, my second EUC cleared in 30 days for event 5195. I called GL and asked why the first has not cleared and was told that the second EUC is always faster. I asked how I can have second EUC when I haven't got a first yet?? :-? I also had a pre-first EUC that went over 60 days for a deuce in Iowa (December) that was cancelled, I asked if any of this time would count towards my next EUC and was told no, you just have to wait.
