Export of military vehicles (Oshkosh MKR18 LSVR 10x10) out of the US

Hi all,

Are there any demilitarized military vehicle owners on here based outside the US which have exported their trucks to their respective countries? I am based on Europe (Poland and Switzerland) and have started investigating how to get one of the Oshkosh MKR18 LSVR 10x10 appearing from time to time on Govplanet.com and I gave myself few months, maybe a year, to get all the details straight and fully understand the purchase and shipping process.

The vehicle listing usually includes the following statement: GovPlanet is only permitted to sell Demil F,Q items within the United States and only to U.S. citizens. Buyer must be 21 years of age or older.

So what is the story here? Could U.S. citizen, based in the US, bid and buy one of these 10x10s and ship it abroad? I would be grateful for your insight and comments.

US has a law called ITAR. International Traffic in Arms Regulations (most countries have something like that), that covers any military goods. This is why it says only sold in the US and to US Citizens, otherwise export clearance is required. (Yes, selling a vehicle like this to a non-US Citizen is considered to be an export even if it never leaves the US.)

Basically if a US Citizen purchases the truck and then wants to ship it overseas, they need to get an export permission from the Department of Commerce, and since it's ITAR there is potentially additional paperwork requirements over a basic export.

What I have seen, as a private citizen of another country, your only way to purchase one of these trucks (legally) would be to find a company specializes in purchase and export. I've heard the process is extremely complicated, and even after you buy the truck it might be that export (or even import) is blocked and the truck gets confiscated or returned to the country of origin.

Also don't forget the import part. Likely you'll need to get both European Union and Swiss import licenses. Again, I have no idea how complicated that is, but being a potential military vehicle there may be significant restrictions. (The EU license may be required in order for the vehicle to enter the continent by ship and transit on.)

If you get an inkling that the export restrictions won't be enforced, I can tell you that more than once I have been called to get a US Military truck back running after sitting in impound for MONTHS/YEARS at the Port of Houston.

I have absolutely no desire to circumvent restrictions etc. All needs to be done according to the rules. All paperwork needs to be in place. This is also very important at my end.

Thank you for this very informative And educational post. I have not done this before so I am grateful for your comments. I give myself plenty of time to educate myself and perhaps 6-9 months to get things rolling.

Should any other forum member wish to share their experience with exporting, please do so. The more knowledge I have the more informed decisions I could take.

I have been watching the forum for years, through this forum I met an awesome Tatra enthusiast in Switzerland, and have been semi active. What transpired, however, is that the combined knowledge of the forum members is fantastic and that's why I thought asking these questions here made sense.
