Front axle shaft seal replacement issue

Ok, ran into a problem doing an axle shaft seal on my 923.
pulled it apart. Between the axle shaft and the axle tube seal I found 2 washers(TM 9-2320-272-34p1, pg172 ,fig 172, ref 34 ,nsn 5310-00-03306007)
one of them fits nicely in the bore between the axle and the seal but the other doesn't seem to belong. I don't remember there being 2 when I did the other side and TM mentioned above does not show 2 washers ?
can anyone help on this ?

I too found wrong, damaged, extra parts inside the front axle seals of my first truck. I recommend that you follow the TM and use your experience to sort it out.

Lack of experience of the boys who worked on your rig is what I assume led to your situation.
